MSI installer enrollment placeholder fix.

Fixed

  • Fixed Windows MSI installer enrollment failing when the embedded enrollment values were padded incorrectly during signing.
  • Fixed a leak in the agent's command executor and a race in monitoring.

Quick patch to fully unblock signed MSI installers — enrollment values inside the installer are now padded correctly so the agent can read them on first launch.
