Setup wizard no longer hardcoded to a single admin email.

- Fixed setup wizard gate checking for a specific hardcoded email instead of any admin user — new deployments with different admin accounts can now complete initial setup.
Fixes a deployment issue where the setup wizard only recognized a single hardcoded admin email. Any admin account can now complete the initial setup.
